    Duties Summary

    This position is located in Fish and Wildlife Oregon Implementation (EWL) of the Fish & Wildlife Program, Environment, Fish & Wildlife, Bonneville Power Administration.

    This position will serve as Fish and Wildlife Administrator, senior program lead and/or project manager responsible for performing scientific work in the development and implementation of the prioritization, strategic planning, and policy to support fish and wildlife protection, mitigation and enhancement measures.


    Responsibilities

    As a Fish and Wildlife Administrator, you will:

    • Serve as senior program lead/senior project manager for implementation of fish and wildlife protection, mitigation and enhancement measures at subbasin and provincial geographic levels.

    • Initiate, formulate plans, and execute major studies for fish and wildlife protection, mitigation, and enhancement to provide significant and innovative recommendations for advancing programs and/or methods.

    • Lead the development, coordination, and negotiation for both internal and external strategies to address programmatic challenges and effectively implement timely policy.

    • Manage habitat improvement and research to include monitoring and evaluating projects from initial prioritization and planning through design, technical review, and into construction.

    • Develop, improve, and implement intra- and inter-department mentoring programs for Fish & Wildlife employees with the goal of increasing organizational productivity and career development.

    • Work Environment: Work is typically performed in an adequately lighted and climate controlled office, but requires occasional travel, inspections, and site visits in inclement weather.
    Qualifications

    BASIC REQUIREMENT:

    A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    OR

    B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

    OR

    C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.


    SPECIALIZED EXPERIENCE REQUIREMENT:

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12 ) in the Federal service.

    Specialized experience for this position is defined as: (1) Providing biological and ecological authoritative guidance in the area of fish habitat to ensure compliance with applicable laws, regulations, policies and mandated requirements for fish protection, mitigation and enhancement measures; AND (2) Participate on project teams for fish and wildlife habitat improvement to ensure budgetary, procurement, regulatory and programmatic requirements are satisfied prior to and during project implementation.

    There is no substitution of education for experience at the GS-13 level.

    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
    • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
    • Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
    • Political Saavy - Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly
